POW Medal Awarded to General Darke

I am seeking information regarding the award of the Prisoner of War (POW) Medal in the 1980s to General Darke by Secretary of the Army John O. Marsh. I am in possession of such a medal engraved to William Darke along with a small metal plaque stating the presentation of the medal to the General William Darke, Prisoner of War, 4 October 1777 - 1 November 1780. I am aware that for technical reasons General Darke is not entitled to the POW medal; however, it is possible that someone requested and obtained the medal in the late 1980s, after the POW medal was authorized, and during the term of Secretary Marsh 1981-89.
